Talking in English

What measures can be taken to encourage students to talk in English? - Suggestions are welcome.

There's not much people can do to increase fluency in English. Prime example I can recollect is that of Anbudasan(Batch of 2006). He came from a Tamil Medium Background. During his stint in MZ he actually developed great fluency in English. He's working as an HR Manager in a company(that's the last i heard of him). He was already quite fluent when i joined MZ in 2003. I can only attribute it to his friendship with fluent speakers of English and his willingness to learn. I remember that even though christo wilfred and i could understand Tamil, he made it a point to talk to us in English(unlike others in his batch). There are only 2 things you can do if you want to be fluent in english:
1. Set a goal. (In this case to be fluent in English)
2. Make a point to talk to your peers,teachers,etc., in english ONLY.
There is no other "Easy" way.
